Create Metallic Drops

Creating a new document, 300 x 300 pixels with black background.

Select white as your foreground color. Using the Brush Tool spread some random sized dots all over as I did.

Go to Filter > Pixelate > Fragment.

Next step. Go to Filter > Sketch > Plaster and set the following values.

Image Balance:: 8
Smothness: 15
Light: top

You need to change the background color.
I made mine blue and made it look like water drops. =)
