Making Fire With Photoshop

Start by creating a new 500 x 500 pixels document with black background.

Go to Lens Flare (Filter -> Render -> Lens Flare) and place that flare anywhere on the bottom of the canvas. Use the following values:

Brightness: 85%
Lens Type: 105mm Prime

Continue to add some more flares. Always stay at the bottom of the canvas.

Here comes the artistic part. Go to Filter > Liquify and use the Forward Wrap Tool (W) to get the same effect as I did.

Duplicate the layer (IMPORTANT).

Now, on the bottom layer you'll need to apply the Wave Filter (Filter > Disort > Wave).

Stand on the top layer and press Ctrl + U. The Hue/Saturation window should appear. Check the Color checkbox and use the following values:

Hue: 54
Saturation: 100
Lightness: 0

Set the top layer's Blending Mode to Color Dodge.

Now, stand on the bottom layer and press Ctrl + U. Check the Color checkbox and use the following values:

Hue: 0
Saturation: 76
Lightness: -36

That should be it! If you are not satisfied with the result, just don't give up and try again until you get it right.
